Sunday Okoi is a project management executive and software engineer with over a decade of experience leading technology delivery for state government, financial services, and consumer technology ventures across Nigeria — from the data center floor to the engineering team.

Sunday Okoi works at the intersection of project leadership and software engineering, a combination he has applied to problems as varied as restoring a vandalized fiber network across a state capital and rebuilding a company's core platform from the ground up. He currently serves as Head of Operations and Senior Project Manager at Dobenat Limited, where he leads the technology infrastructure agenda for the Cross River State Government, including data center restoration, statewide connectivity, backup power deployment, and the rehabilitation of metropolitan fiber networks.
Before Dobenat, Sunday spent over seven years as Chief Technology Officer of Nugi Technologies, where he built and led the engineering organization behind a portfolio of platforms now used by state government, universities, and commercial clients across Nigeria, including CrossRiverPay, the official revenue collection platform of the Cross River State Government, and UltimePlus, a school management system now in production at seven Nigerian universities. Across his career, he has led more than ten projects for over thirty clients, with platforms he has built or directed now serving more than twenty thousand satisfied end users.
He holds engineering and computer science training that underpins both halves of his career: a foundation in mechanical engineering, formal study in computer science and software engineering, and hands-on certification in cybersecurity, Agile delivery, and systems administration. He writes code, ships production software, and leads delivery teams with equal fluency — a profile that is increasingly rare and increasingly necessary.

- Leads end-to-end delivery for the rehabilitation and operational restoration of the Cross River State Data Center, coordinating timelines, resources, and vendor activity to return full system availability to state government operations.
- Directs infrastructure planning and stakeholder engagement for the provisioning of 2Gbps connectivity and backup power across multiple Ministries, Departments, and Agencies (MDAs), delivering on scope and schedule.
- Oversaw the technical assessment, rehabilitation, and restoration of a vandalized 96-core fiber optic ring network across the Calabar metropolis, managing contractor coordination, quality assurance, and delivery acceptance.
- Maintains project governance — documentation, progress reporting, and stakeholder communication, across all active government engagements.
- Owned the strategic migration of the company's core software architecture from monolithic to microservices, improving scalability and deployment efficiency while managing a cross-functional engineering team to an on-schedule delivery.
- Authored the project charters, technical architecture documents, and client-facing proposals that governed delivery across the company's enterprise and government engagements, including CrossRiverPay and UltimePlus.
- Built and led the engineering organization — recruitment, onboarding, and performance development — into a team capable of running multiple concurrent client projects.
- Managed infrastructure, vendor relationships, and deployment pipelines across Microsoft SQL Server and Linux/Ubuntu environments supporting all client platforms.
- Led stakeholder presentations and solution proposals for government and enterprise clients, translating technical scope into clear business outcomes.
- Led end-to-end delivery of multiple production web and mobile applications across fintech, edtech, government, and enterprise clients — owning requirements, sprint planning, development oversight, and deployment.
